What to know before paying

One balance: every payment is a top-up, from 100 ₽, through the Blik Telegram bot. You explicitly choose how it is debited: once a month at the tier price for a covered period, or only on the UTC days your account carried traffic, at 120% of the monthly price's per-calendar-day share — 20% more per day. Both figures are shown before the choice is confirmed. A change of debit mode and a change of plan both take effect immediately, the moment you confirm. Switching to active-day charging closes the paid term the same day: the days already spent are charged at that term's own active-day rate, and the unused remainder returns to your balance. Switching to monthly pays for the chosen term the moment you confirm. The device limit moves with the plan at the same time; if you hold more devices than the new plan allows, we name how many will be disconnected and ask separately. A debit is never doubled and never partial: if the balance is short, access is paused, and after a sufficient top-up it is restored automatically. The 50 ₽ welcome credit is promotional money: it is spent first, cannot be withdrawn and is not refunded in cash. Traffic volume is not metered as a product; only technical network protection applies — 500 GB per account over any rolling 30-day span.

PUBLIC OFFER — TERMS OF USE OF THE BLIK VPN SERVICE Revision 2026-08-08.1 · effective 8 August 2026 1. WHO PROVIDES THE SERVICE 1.1. The service is provided by "WAVERISE" LIMITED LIABILITY COMPANY (short form: "WAVERISE" LLC), a legal entity registered in the Republic of Armenia: registration number 290.110.1467373, taxpayer number 01365166, registered address: 73 Andranik Street, Malatia-Sebastia, Yerevan 0064, Armenia. 1.2. The service itself runs 24/7; support answers upon request. The only official channel for contract matters and for questions about data processing is the Telegram bot https://t.me/blik_vpn_bot. 1.3. This document is a public offer. Topping up the balance or beginning to use the service means acceptance of it and of the Privacy Policy in the revision in force at that moment. 2. WHAT THE SERVICE IS 2.1. Blik VPN is a technical means of carrying the user's traffic through the operator's servers. The operator does not alter the content of the data carried and is not its recipient. 2.2. Access is granted as personal credentials and a subscription link. The credentials are for the user who received them and may not be passed to third parties. 2.3. The number of simultaneously connected devices is limited by the chosen tier. Above that limit the service disconnects whichever device has been silent longest. 2.4. Trial access is free and limited by traffic volume (10 GB in this revision). Trial access ends when that volume is exhausted and creates no obligation on the operator to extend it. 3. ONE BALANCE, TWO WAYS OF DEBITING IT 3.1. An account has one rouble balance. Every payment is a top-up of that balance, from 100 ₽ and no more than 10 000 ₽ per payment. 3.2. There is no automatic recurring card charge: the service stores no card details and initiates no recurring payment, and every top-up is confirmed by the user separately. 3.3. The user explicitly chooses one of two mutually exclusive debit modes: once a month at the tier price for the period already paid for, or active-day only, on the UTC days on which the account carried traffic. 3.4. The active-day rate is 120% of the monthly price's per-calendar-day share, that is, 20% more per day than monthly charging. Both amounts are shown before the choice is confirmed. 3.5. A switch to active-day charging takes effect once the period already paid for has ended; a switch to monthly charging takes effect at activation or renewal and never debits early. 3.6. A debit is never doubled and never partial: the same day can never be charged to an account twice. 3.7. If the balance is short, access continues for a grace period of 3 days, after which it is paused, and a sufficient top-up restores it automatically without contacting support. 3.8. Traffic volume is not billed. Only technical network protection applies: at 500 GB over any rolling 30-day window access is paused and is restored automatically as soon as the volume in that window falls below the threshold. 4. THE 50 ₽ WELCOME CREDIT 4.1. A real account receives a one-time welcome credit of 50 ₽. It is promotional money: it is spent first, cannot be withdrawn, cannot be transferred to another account and is not refunded in cash. 4.2. Promotional money is not a paid amount, is not covered by a fiscal document and is not taken into account in a refund. 5. PAYMENT, FISCAL DOCUMENTS AND REFUNDS 5.1. Payments are accepted by a payment provider. Card and wallet details are processed by the provider; the operator neither receives nor stores them. 5.2. The fiscal document for a payment is issued and sent by the payment provider in accordance with applicable law. 5.3. A payment is treated as received only after the provider confirms it. Confirmation arrives as a verified provider notification and is additionally reconciled by a query back to the provider, so one top-up is credited to the balance exactly once. 5.4. A refund of unused paid balance can be requested through the Telegram bot and requires provider confirmation and a fiscal correction. A refund is returned by the same method the payment was made with. 5.5. Promotional money and amounts already debited for a service actually rendered are not refundable. 5.6. This section does not limit the mandatory consumer rights granted to the user by the law applicable to them. 6. RULES OF USE 6.1. The service may not be used for anything that breaks applicable law, for unsolicited messaging, network attacks, scanning of other people's networks, or distribution of malicious software. 6.2. Reselling access and passing credentials to third parties are prohibited. 6.3. The operator may pause access on a technical threat to the network or on confirmed abuse, notifying the user through the Telegram bot. 7. AVAILABILITY AND LIABILITY 7.1. The service is provided "as is". No guaranteed speed, no guaranteed response time and no guaranteed availability of any particular exit country is claimed: routes and servers are chosen by the operator and may change without prior notice. 7.2. The operator's liability is limited to the amount of paid and unused funds on the user's balance. 7.3. Nothing in this section excludes or limits the operator's liability to the extent that it cannot be excluded or limited under applicable law. 8. CHANGES TO THIS DOCUMENT 8.1. A new revision is published with its version number, effective date and the SHA-256 checksum of its text. 8.2. Previous revisions remain reachable at their own immutable archive addresses, each stating its version, effective date and SHA-256 checksum. 8.3. Topping up the balance after a new revision takes effect means acceptance of that revision. 9. CONTACT 9.1. Contract questions, refund requests and personal-data questions are accepted through the Telegram bot https://t.me/blik_vpn_bot. The operator claims no other support channel.
