One balance and two ways to spend it. A tier is a device allowance; how you pay for it is your choice.
You top up one balance and then choose how it is spent: once a month at the tier price, or only on the days your account carried traffic. The choice is explicit and it sticks; a top-up never changes it.
In active-day mode a day is billable only if the VPN carried traffic; a day with no connections costs nothing. Switching to active-day charging takes effect at once: the paid term is closed the same day, the days already spent are charged at that term's own active-day rate, and the unused remainder goes back to your balance. Switching to monthly is immediate too, paying for the chosen term the moment you confirm.
